Rousseau claims that the main reason people create governments is in order to form bodies that allow them to make more just decisions while simultaneously having the power to make them in the first place. Rousseau is very democratic, down to his core, he believed in a direct democracy in which everyone voted to express the general will and to make the laws of the land. Rousseau had in mind a democracy on a small scale in particular, perhaps one similar to his native home of Geneva? The government also serves a double purpose as a method to house a protective ring of individuals that would not allow those within the ring to get hurt. Basically it was a self preservation method as much as it was a law and order necessity.
Should I run the government, first off I'd feel very bad for whatever poor schmucks I'm ruling over because whoever chose me or birthed me to be next in line did not make a very good decision putting me in charge. Despite that, I would lean towards a democracy, not to the point of where there is no ruler, I've gotta have some power you know, with a large focus on funneling money towards innovation based industries, such as NASA or whatever space-based organization I would have in my country, in order to expand our horizons at a larger rate. Scientific innovation is the backbone for how countries get ahead of other countries without going to war, if someone has better stuff, it puts them at the top. If we got all our iphones from portugal you can bet that country'd be in a much better position. By prioritizing the sciences I would ensure my countries future sovereignty and rule over the international tech trade via pioneering machinery that would be coveted across the globe.
